As a pediatric physical therapist and mom of two, there are things that I look for in winter shoes and boots for new walkers and toddlers.
My kids are now three and four years old, so they have enough coordination to wear pretty much any type of boot. But there are certain shoes and boots that I notice my three year old still does better in as far as balance and comfort.

A flexible yet protective sole
The more you can bend the sole, the better. This will allow your child’s foot to have flexibility.
A wide toe box
This allows for proper toe splay needed to use all the muscles in their foot when walking.
A low profile or softer material on the vertical part of the boot
This allows for a more typical walking and running pattern, versus wearing something very stiff at the ankle.
